Matt Harter rode promises of property tax reductions and open-door government to a decisive victory Tuesday over Dorothy Lenard. The mayor-elect came from behind in the February primary to clinch a spot on Tuesday’s ballot and spent the months since shaking every hand and brushing up on La Crosse politicking.
